Yoksulluktan, savaşlardan, siyasi baskılardan dolayı olan göç hareketleri, göç alan ve göç veren ülkelerdeki sermaye birikimini arttırmaya dönük bir şekilde sürmektedir. Buna paralel olarak ülkelerin göçmen politikaları, kapitalist ekonominin dönemsel ihtiyaçlarına göre, sürekli olarak değişiklik göstermektedir. Küreselleşme sermayenin serbest dolaşımının önündeki engelleri kaldırmaya çalışırken, işgücü ve insanların serbest dolaşımıyla ilgili ayrımcı ve kısıtlayıcıdır. Özellikle gelişmekte olan ülkelerden gelişmiş ülkelere doğru olan insan hareketliliği ciddi yasal ve idari engellerle sınırlanmıştır. Bu yazının amacı Dünya’da ve Türkiye’deki göç ve yasadışı göçün boyutlarını, kaçak göçmenlerin, yaşam ve çalışma koşullarını ve sağlık durumlarını tartışmaktır. Son on yılda uluslararası göçmenler 150 milyondan, 214 milyona yükselmiştir. Dünya’da her otuz üç kişiden biri, %3.1’i göçmendir. Türkiye’de toplam 11 bin 970 mülteci bulunmaktadır. Kaçak göçmenlerin sağlık durumları temel olarak çıkış noktası, kaçırılma süreçleri ve yasal olmayan bir yabancı olarak yaşadıkları hedef ülkedeki koşullardan etkilenir. Çıkış noktasında sosyal adaletin olmaması, yoksulluk, kötü yaşam ve çalışma koşulları, savaş, bireye yönelik ya da kurumsal şiddet varlığı, sağlık hizmetlerine erişimin zor olması, var olan hastalıklar önemli risklerdir. Göç öncesi yaşanan sağlık sorunları vatandaşı oldukları ülkenin toplum sağlığıyla ilgilidir. Genelde bu ülkelerde şiddet yaygındır, siyasal ve ekonomik istikrarsızlık mevcuttur. Göç yolculuğu da çoğunlukla güvenli koşullarda gerçekleşmez ve sağlıkla doğrudan ilintilidir. Göç yolculuğu sırasında araçtan düşme ya da araca dışarıdan müdahale, özellikle deniz taşıtlarında kötü hava koşulları nedeniyle boğulma görülmektedir. Hedef ülkede sosyal hakların olmaması, var olan hakları bilmeme, yasal olmayan konum nedeniyle kaçak göçmenler sağlık hizmetlerinden yararlanamaz. İşçi sağlığı açısından bakıldığında yabancı işçiler, sermaye birikiminin gerekleri doğrultusunda, özellikle kriz dönemlerinde yedek sanayi ordusu yaratılmasına katkıda bulunarak bir tür tampon işlevi görmektedir. Yerli işçi ile yabancı işçi arasında yaratılan rekabet unsuru işgücünün yeniden üretimi maliyetinin düşürülmesine, emeğin ücretinin ucuzlamasına, işçi sınıfı mücadelesini zayıflamasına neden olur. Yerinden edilen insanlar göç ettikleri ülkelerde en ağır aşağılanmalara, dışlanmalara, ötekileştirilmelere maruz kalmakta, karın tokluğuna çalıştırılmakta ve fiziksel sömürüye dayalı en ağır koşullarda çalıştırılmaktadır. Göçmen karşıtı politikalarına karşı çıkılmalı, göçmenlerin örgütlenme dahil her türlü hakkı eşit şekilde kullanabilmesi için mücadele edilmeli ve emeğin serbest dolaşım hakkını savunulmalıdır.
The migratory movements which occur because of poverty, wars, political pressures, continue for increasing the capital accumulation in countries of immigration and emigration. In parallel, the immigration policies of countries, according to the needs of the capitalist economy is cyclical, constantly varies. Globalization tries to remove obstacles for free movement of capital, labor but discriminatory and restrictive on the free movement of people. Especially the human mobility from developing countries to developed countries is limited with serious legal and administrative barriers. The aim of this paper is to discuss the dimensions of the immigration and illegal immigration, health status, living and working conditions of illegal immigrants in Turkey and worldwide. 150 million international migrants rose to 214 million in last ten years. One of every thirty three people, 3.1% of the world population is immigrant. There are a total of 11970 refugees in Turkey. Health status of illegal immigrants can be affected at the starting point, at the journey and at the destination country where they live as a stranger. Lack of social justice, poverty, poor living and working conditions, war, individual or institutional violence, barriers for accessing to health services, existing diseases are major risks at the starting point. The health problems before immigration are related to the public health of that country. In general, violence is common in these countries, political and economic instability is available. Immigration journey often occur in unsafe conditions, this is directly related to health. During the journey, falling from the vehicle or intervention, especially in marine drowning due to bad weather conditions can be seen. Because of the lack of social rights in the target country, unawareness of existing rights and due to non-legal position the illegal immigrants can not utilize heath care. Workers’ health in terms of foreign workers, in accordance with the requirements of capital accumulation, especially in times of crisis by contributing to the creation of a reserve army of industry serves as a kind of buffer. Element of competition created between domestic workers and foreign workers to bring down the cost of reproduction of the labor force, make cheaper labor force, cause weakening of the struggle of the working class. Displaced people face the most severe humiliations, exclusions and work the most severe conditions depending on physical exploitations. Anti-immigration policies should be opposed, all rights of immigrants, including the right of organization must be supported and the right of free movement of labor must be defended.

severino de giovanni ve simón radowitzky kimlerdi ve düşünceleri neydi? ya rosigna kimdi? ushuaia cezaevi görüntüleri ile başlayan belgesel, ki radowitzky, bir eylemde birçok işçinin öldürülmesinden sorumlu tutulan bir emniyet müdürünü olan ramón falcón’u öldürmekten dolayı buraya gönderilmişti,cezaevinden kaçırılışı,uruguay ve arjantin nüfusunun neredeyse yarısını oluşturan italyan,ispanyol ve yahudilerin bu ülkelere gelişi,daha sonrasındaysa gelişen anarşist düşünceler ve askeri darbe ile ezilişi,giovanni’nin cezaevinde öldürülüşü,radowitzky’ nin ispanya iç savaşı’na geçişi ve rosigna’nın uruguay’da kayboluşu (!!!!) ile devam eder.
a documental about the anarchists in argentina and uruguay in early XX century. who were and what were the thoughts of severino de giovanni and simón radowitzky? who was rosigna? the documentary begins showing the ushuaia prison, where radowitzky lived a lot of years after killing ramón falcón, chief of the federal police (who had killed a lot of workers during a manifestation). then, it goes to the arrival to buenos aires of thousands of italians, spanish and jewish immigrants, the origin of half the population of argentina and uruguay, between them the first anarchists and socialists of the river plate. nowadays can be curious to see that such idealists could attack a bank (sometimes killing people) and steal a lot of money only for editing books or pamphlets, as their lives went on in a pathetic material poverty. it is interesting to see how was planned the escape of anarchists from punta carretas prison of montevideo. one anarchist settled a coal shop in front of the prison, and a tunnel was dug from there to prison. some decades before, there was a flight of tupamaros prisoners in the same way. the anarchists were defeated by militar dictatorships and because the appearing of peronism in 1946 (the creol working class had less contact with european political ideas). di giovanni was executed in prison, radowitzky after being put free fought in the spanish civil war, rosigna was put free in Uruguay but “disappeared” (killed indeed). perhaps there are few emphasis in the origin of their ideals and the difference between the pacifists and violent ways they employ for fighting. the testimony of anarchist writer osvaldo bayer, a niece of rosigna, a former tupamaro and old anarchists contribute to have a wider viewpoint.
un documental acerca de los anarquistas en argentina y uruguay a principios del siglo XX. que eran y cuáles eran los pensamientos de severino de giovanni y simón radowitzky? que era rosigna? el documental comienza mostrando la cárcel de ushuaia, donde radowitzky vivió muchos años después de matar a ramón falcón, jefe de la policía federal (que había matado a muchos de los trabajadores durante una manifestación). entonces, se va a la llegada a buenos aires de miles de italianos, inmigrantes españoles y judíos, el origen de la mitad de la población de argentina y uruguay, entre ellos los primeros anarquistas y socialistas de mar del plata. hoy en día puede ser curioso ver que esos idealistas podrían atacar un banco (a veces a matar gente) y robar una gran cantidad de dinero sólo para la edición de libros o folletos, ya que sus vidas siguieron en una pobreza material patético. es interesante ver cómo se planeó el escape de los anarquistas de punta carretas cárcel de montevideo. un anarquista instaló una tienda de carbón frente a la cárcel, y se excavó un túnel desde allí a la cárcel. algunas décadas antes, había una fuga de prisioneros tupamaros de la misma manera. los anarquistas fueron derrotados por las dictaduras militar y debido a la aparición del peronismo en 1946 (la clase obrera creol tenían menos contacto con las ideas políticas europeas). di giovanni fue ejecutado en la prisión, radowitzky después de ser puesto libre luchado en la guerra civil española, rosigna fue puesto libre en uruguay pero “desapareció” (asesinado por cierto). tal vez hay algunos énfasis en el origen de sus ideales y la diferencia entre los pacifistas y las formas violentas que emplean para la lucha. el testimonio del escritor anarquista osvaldo bayer, sobrina de rosigna, ex tupamaro y anarquistas viejos contribuir a tener un punto de vista más amplio.
